Background of the Study
Reading culture is a fundamental element of societal progress and personal development. In Gombe Local Government Area, adult literacy programs have been introduced to counter declining reading habits among the adult population. Historically, the lack of sustained reading culture has been linked to inadequate educational infrastructures and limited access to reading materials (Mustapha, 2023). Adult literacy initiatives are designed not only to teach basic reading and writing skills but also to foster a lifelong interest in literature and information consumption. The process of nurturing a reading culture involves engaging adults in interactive sessions, community libraries, and discussion forums that highlight the value of reading in both personal and professional spheres (Abdullahi, 2024).
The transformative potential of adult literacy in improving the reading culture is evident in several case studies. Literacy programs serve as catalysts by providing adults with the confidence and skills required to explore diverse literary genres and access digital information. In Gombe, efforts to revitalize the reading culture have included partnerships with local organizations to supply reading materials, organize book clubs, and host literary events. These activities not only enhance the reading skills of adults but also create a community of readers who support and motivate each other (Suleiman, 2025). Furthermore, a well-developed reading culture contributes to improved critical thinking, increased awareness of socio-political issues, and enhanced communication skills. Despite these initiatives, challenges persist in instilling a sustained reading culture among adults in Gombe. Consequently, there is a critical need to evaluate the effectiveness of existing literacy programs and explore innovative approaches to stimulate a robust reading culture. This study thus aims to examine the role of adult literacy programs in transforming the reading habits of adults, thereby contributing to broader educational and cultural objectives in the region (Mustapha, 2023).
Statement of the Problem
Although adult literacy programs have been implemented in Gombe Local Government Area, there is a continuing challenge in developing a sustained reading culture among adults. Many programs focus primarily on functional literacy, leaving the cultivation of reading habits underemphasized. As a result, adults who have acquired basic literacy skills may not necessarily develop a habit of reading beyond essential texts. This gap is evident in the low turnout for community library programs and limited participation in reading clubs (Ibrahim, 2023). Furthermore, socio-economic factors, such as poverty and a lack of accessible reading materials, continue to impede the adoption of reading as a leisure and educational activity.
Another significant problem is the insufficient adaptation of literacy curricula to include content that sparks interest in diverse literary forms. Without relevant and engaging materials, adults may perceive reading as a monotonous task rather than an enjoyable pursuit. Additionally, the rapid growth of digital media has shifted preferences away from traditional reading formats, posing a further challenge to the established reading culture. These issues suggest that while adult literacy programs have improved fundamental skills, they have not fully addressed the cultural dimensions of reading, leading to a persistent gap between literacy acquisition and the development of a robust reading culture (Bello, 2024).
The problem is compounded by logistical constraints such as inadequate funding, insufficient training for facilitators on how to promote reading beyond basic literacy, and a lack of coordinated efforts between educational institutions and cultural organizations. Addressing these challenges requires a comprehensive strategy that not only imparts literacy skills but also fosters a deep-seated appreciation for reading through continuous community engagement and innovative programming. This study seeks to identify these shortcomings and propose sustainable measures to transform the reading habits of adults in Gombe.

Significance of the Study
This study is significant as it explores the potential of adult literacy programs to revive and sustain a reading culture among adults in Gombe. By identifying the barriers and proposing tailored strategies, the research will provide valuable insights for educators, policymakers, and cultural organizations aiming to foster lifelong learning and intellectual growth. The findings can lead to improved program designs that not only teach literacy but also cultivate a love for reading, ultimately contributing to personal empowerment and community development (Mustapha, 2023; Suleiman, 2025).
Scope and Limitations of the Study
The study is limited to examining the effect of adult literacy programs on improving the reading culture among adults in Gombe Local Government Area, Gombe State. It focuses solely on literacy initiatives and their direct influence on reading habits within the specified locale.
